APPOINT Joseph Canciamilla to the position of County Clerk-Recorder at a monthly salary of $12,487.60, effective
April 1, 2013, to fill the unexpired term of Stephen Weir, whose retirement will be effective on or before March 31,
2013.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Stephen Weir, the County’s elected Clerk-Recorder, has announced that he will be retiring by the end of March 2013.
His term of office ends January 5, 2015. Following Mr. Weir's retirement, almost two years will remain on his term
of office.
Section 25304 of the California Government Code authorizes the Board of Supervisors to fill the vacancy created by
Mr. Weir's retirement.
During January 2013, the anticipated vacancy in the position of County Clerk-Recorder was announced and
advertised. Eighteen applications for the position were received. On February 5, 2013, the Board of Supervisors
reviewed the applications and chose two candidates for further consideration. Both candidates were interviewed by
the Board on February

BACKGROUND: (CONT'D)
12, 2013. The Board selected Joseph Canciamilla as the final candidate for this appointment, and authorized the
County Administrator to request a criminal background check from the Department of Justice. The Department of
Justice advised that there was no relevant criminal history information to be disseminated.
An economic disclosure statement (Form 700) was requested from Mr. Canciamilla. Attached is the summary
page from the disclosure statement, along with a copy of each schedule that was completed as part of the
disclosure statement.
Mr. Canciamilla, by virtue of his education and experience, is well-qualified to carry out the duties of
Clerk-Recorder. In addition, Mr. Canciamilla demonstrates the demeanor and maturity of judgment that will assist
him in assuming leadership of this important function.
CONSEQUENCE OF NEGATIVE ACTION:
The position of Clerk-Recorder will remain vacant until elections are held.
CHILDREN'S IMPACT STATEMENT:

CLERK'S ADDENDUM
Supervisor Mitchoff noted for the record that Mr. Canciamilla has agreed to voluntarily take the same
reduction in salary as that of County Unrepresented Management (2.75%)
