FIND that the appointment of Mr. Greitzer is necessary to fill a critically needed position; and 3. APPROVE AND AUTHORIZE the hiring of county retiree John Greitzer as a temporary County employee on a part time basis for the period April 1, 2013 through August 30, 2013, as recommended by the Conservation and Development Director. FISCAL IMPACT: There will be no impact to the County General Fund. Salary costs are included within the Department's operating budget. The salary cost will not exceed $23,000, and provides for half-time assistance from April 1 through August 30, 2013. The Act also allows the Board, based on a finding that the appointment is necessary to fill a critically needed position, may waive the 180 day "sit out" period. Mr. John Greitzer is retiring effective March 30, 2013. Mr. Greitzer is a principal planner with the Department of Conservation and Development, and is Planning Manager for the County's Water Agency. The Contra Costa Water Agency is involved in several key Delta planning and advocacy efforts, which will directly impact the County's water quality and the economy of the Delta. The revised Bay-Delta Conservation Plan and its Environmental Impact Report/Environmental Impact Statement is anticipated to be released in March or April of this year. The project, if approved, is expected to have significant negative impacts on water quality for Contra Costa County and fish populations in the Delta which, in turn, will have a significant adverse impact on the East County economy. Mr. Greitzer will be responsible for coordinating the County's review and response to these documents which are expected to be in excess of 10,000 in length. Mr. Greitzer will also coordinate the County's review and comments with those of our partner agencies on local water issues including the Contra Costa Water District, the City of Antioch, the Delta Counties Coalition, the Contra Costa Council and the Natural Resources Defence Council. In addition, Mr. Greitzer will be responsible for providing comments on behalf of the County on the Final Substitute Environmental Impact Report on the Water Quality Control Plan for the Bay-Delta Plan. This document is the environmental analysis of proposed changes in state standards for river flows to and through the Delta. Flows are a key element of ecosystem health, which in turn impacts water quality. The comments on this document, which totals approximately 2000 pages in length, are due March 29th. The County had extensive comments during the scoping phase of the review, and the Department expects to have extensive comments on the Draft Substitute EIR as well due to concerns over proposed new flow standards that may be inadequate to protect water quality and Delta ecosystem health. The final Substitute Environmental Impact Report is anticipated to be published in the April - June time frame. Mr. Greitzer will coordinate the development of comments with the County's partner agencies. In addition, the Army Corp of Engineers is beginning the evaluation of increasing the depth of the Baldwin Ship Channel - a key economic development driver for the northern waterfront region. Mr. Greitzer's assistance during this period is critical to the Department's ability to respond to these issues. The Department requests the approval to hire Mr. Greitzer as a temporary county employee on a part time basis beginning April 1, 2013 and concluding on August 30, 2013. The Department has already begun the transition for this critical position, moving another senior level planner to the Water Agency. The part time employment of Mr. Greitzer will provide time for training this new staff member during this interim period. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval may jeopardize efforts of the Water Agency to review and comment on key Delta plans and projects.
