PRESENTATION of a summary status report on the County's Energy Program and a ceremonial check from PG&E
for 2012 energy rebates, as recommended by the Public Works Director.
FISCAL IMPACT:
The PG&E energy rebate checks for various projects have been received and has resulted in a positive fiscal impact
to the County.
BACKGROUND:
Contra Costa County’s Energy Program, initiated after the Board adopted the Strategic Energy Plan ("SEP") in 2004,
laid the foundation and outlined strategies to reduce energy use and costs. A summary of the cumulative results of the
energy management and efficiency efforts are shown on Attachment 1. As indicated on Attachment 1, the County is
saving $1.61 million annually as a result of its Energy Program.
These results represent a coordinated and comprehensive set of energy efficiency projects and initiatives in County
facilities comprising HVAC, lighting, digital controls, heat recovery, and building envelope technologies. The
Program included an aggressive demand response effort and installation of on-site cogeneration systems. Also, utility
rate analyses were performed on a periodic basis to ensure each building is on the lowest cost utility rate schedule.

BACKGROUND: (CONT'D)
2012 Results
2012 saw the completion of the first solar system installations at County facilities in over ten years. A summary of
the result of these projects is shown on Attachment 2. As indicated on Attachment 2, the solar system installations
are generating 3.26 million kilowatt hours of electricity per year. This is enough electricity to power 500 homes
annually.
Calendar year 2012 saw the completion of the remaining HVAC projects from the American Reinvestment and
Recovery Act grant, incorporation of energy efficiency designs for new construction at 30 Muir Road and the
West County Health Center, innovative lighting improvements projects, heat recovery projects, and LED street
light conversions. In total, these projects are estimated to save 882,000 kilowatt-hours of electricity and 47,000
therms of gas annually for a total yearly savings of $192,000. These projects also qualified for a total of $226,011
in rebates from PG&E. Here today is PG&E representative Adraine Gardner to present a ceremonial check for
these rebates.
CONSEQUENCE OF NEGATIVE ACTION:
There are no consequences of negative action.
