FISCAL IMPACT: The PG&E energy rebate checks for various projects have been received and has resulted in a positive fiscal impact to the County. BACKGROUND: Contra Costa County’s Energy Program, initiated after the Board adopted the Strategic Energy Plan ("SEP") in 2004, laid the foundation and outlined strategies to reduce energy use and costs. A summary of the cumulative results of the energy management and efficiency efforts are shown on Attachment 1. As indicated on Attachment 1, the County is saving $1.61 million annually as a result of its Energy Program. These results represent a coordinated and comprehensive set of energy efficiency projects and initiatives in County facilities comprising HVAC, lighting, digital controls, heat recovery, and building envelope technologies. The Program included an aggressive demand response effort and installation of on-site cogeneration systems. Also, utility rate analyses were performed on a periodic basis to ensure each building is on the lowest cost utility rate schedule.
