EJ IN, DIRECTOR Contra Socifl , rvice Department Costa DATE: August 26, 1986 Coirty SUBJECT: TRAINING EXPENSE REIMBURSEMENT - FOSTER PARENT TRAINING SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Approve recommendation for child care cost and mileage reimbursement for County-licensed Foster Parents who participate in the County sponsored Social Worker/Foster Parent Training Program provided by the Contra Costa Community Colleges and beginning September 11, 1986 at East, Central and West locations. FINANCIAL IMPACT Child care costs are estimated at a maximum of $6500 for the fiscal year. Only actual costs would be reimbursed. Funding would be from County Maintenance of Effort funds which is an appropriate use for a portion of the MOE funds. Mileage expenses are set at $5 per session as specified in a March 11, 1980 board order "Reimbursement for Training-Related Expenses for County Licensed Foster Parents". The $5 training expense is paid from the Department's training funds which are budgeted for FY 86/87. (Copy of March 11, 1980 board order attached) BACKGROUND The Contra Costa Community Colleges are sponsoring a series of special classes for Foster Parents and Social Workers to begin in September. Children's Services staff are required to attend and Foster Parents are being strongly urged to attend. The purpose of the classes is to develop skills and working relationships, and resolve conflicts in dealing jointly with service to the Foster Child program. It is expected that this series will develop into an ongoing program. In addition to the usual $5 reimbursement for transportation, the Department recommends that Foster Parents be reimbursed for child care costs. Some child care will be available at the training site at low cost. By providing for child care out of pocket costs, the Department hopes to attract a larger number of Foster Parents.
