HomeMy WebLinkAboutMINUTES - 03122013 - C.58RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with the Contra Costa Childcare Council to increase the contract amount by $120,000 to a total contract amount of $370,000 and extend the contract term from June 30, 2013 through June 30, 2014 for child care subsidies to low-income families. FISCAL IMPACT: $370,000 Funding for the child care subsidies is provided through the fund balance in the Child Care Affordability Trust fund. These funds are not being replenished and the trust fund will be exhausted in the 2013/14 fiscal year. BACKGROUND: In 1991, the Board of Supervisors (BOS) earmarked $250,000 of Transient Occupancy Tax (TOT) from the Embassy Suites Hotel to support countywide child care for low-income families. In 2002, the BOS approved a two-year funding cycle for disbursement of the funds. In 2008-2009 the County budget modified the funding stream such that Child Care Affordability Funds would no longer be generated from the revenue of TOT, but instead, be funded by residual funds in the County Employee's Dependent Care Account. The $250,000 appropriation for Child Care Affordability was transferred to the Employment and Human Services Department (EHSD) each year from the Department Care Account to support the Child Care Affordability contract (s). The resulting change in the funding stream created an unanticipated situation that FACT addressed in 2009 and again in 2011 and 2012 when FACT elected to continue funding its current contract and future contract at the same $250,000 level until the funds are exhausted. It is anticipated the the Child Care Affordability funds will be depleted by the end of FY 2013-2014. Realizing the funds would be depleted in FY 2013-2014; in 2012, FHS directed FACT to continue the contract with the Contra Costa Child Care Council through June 30, 2014 for child care subsidies to low-income families in a total contract amount of $370,000 which includes this amendment adding $120,000. FACT believes the Contra Costa Child Care Council (CCCCC) has provided exemplary services to children and families as indicated by data collection, contract monitoring, and site visits. All this time CCCCC has successfully met the goals and objectives of their contracts. CONSEQUENCE OF NEGATIVE ACTION: Funding for child care subsidies will not be distributed to low-income families through FACT. CHILDREN'S IMPACT STATEMENT: The contract supports two community outcomes established in the Children's Report Card: 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; and, 4) "Families that are Safe, Stable, and Nurturing" by providing safe environments for children.
