Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Agreement
#28 353 (ICHC.11177) with the California Department of Corrections and Rehabilitation, to pay County an amount
not to exceed $8,000, to provide health care services to state patient-inmates enrolled in the Low Income Health
Program, for the period from October 1, 2011 through June 30, 2014.
FISCAL IMPACT:
Approval of this agreement will result in an amount not to exceed $8,000 of State Department of Health Care
Servcies funding for the Low Income Health Program inmate eligibility Program. (No County match)
BACKGROUND:
On October 29, 2010, Assembly Bill 1628 was signed into law by the Governor removing a restriction barring state
prison inmates from enrollment into the State’s Medi-Cal and Low Income Health Program for inpatient services
provided off of state correctional institution grounds. The California Department of Corrections and
Rehabilitation’s/California Correctional Health Care Services (CHCS) in collaboration with Contra Costa County
will enroll eligible patient-inmates

BACKGROUND: (CONT'D)
identified by the Department of Health Care Services (DHCS) in the Low Income Health Program (LIPH) allowing
inpatient hospital services.
Approval of Agreement #28-353 will allow funding for County to provide health care services to state
patient-inmates enrolled in the Low Income Health Program through June 30, 2014, including mutual
indemnification to hold harmless both parties for any claims arising out of the performance of this Contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this Agreement is not approved, County will not receive funding to support health care services provided to state
patient-inmates enrolled in the Low Income Health Program.
