APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept a Library Services
Technology Act (LSTA) grant in the amount of $84,000 from the California State Library to expand the Discover &
Go consortia-based virtual museum pass reservation system for the period March 26, 2013 through August 1, 2013.
FISCAL IMPACT:
No library fund match.
BACKGROUND:
Discover & Go is a consortia-based virtual museum pass reservation system that allows Contra Costa County
residents to reserve, download, and print free and deeply discounted passes to participating museums and venues.
Developed by Contra Costa County Library and implemented in 2011, Discover & Go has a proven track record for
replicable success with over 200,000 visits to cultural institutions made possible for library cardholders in Northern
California through

BACKGROUND: (CONT'D)
40 member library systems including Alameda County Library, Berkeley Public Library, Oakland Public Library,
Solano and Marin county libraries. Discover & Go was recently recognized by the Institute of Museum and Library
Services as a service that is making a difference in participating libraries' communities and Contra Costa County
Library was awarded the 2012 National Medal for Museum and Library Service for making this service available to
other libraries, helping library cardholders throughout the region be aware of and gain access to local culture. This is
the highest award given to a public library.
With this new grant, Discover & Go will add the County of Los Angeles Public Library and ten new northern
California libraries, expanding the reach of Discover & Go to new regions and additional cultural experiences.
The Discover & Go, California! project will increase the cultural experiences of residents living in the communities
served by the libraries in the Discover & Go Network by making museum passes more accessible for the culturally
underserved and those residents in communities with low household incomes that cannot afford to take their family to
cultural events. Libraries that would not be able to fund the one-time setup costs for Discover & Go, California! will
be able to secure setup funding. Together, member libraries will build on the collections already available to their
patrons resulting in museum collections that are tailored to each library community with access to a larger network of
museums and passes, making the whole stronger and more successful than the sum of each individual part.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County residents will not share in statewide access to museums and cultural venues.
CHILDREN'S IMPACT STATEMENT:
Children Ready for and Succeeding in School: Offering museum passes to County residents will allow parents to take
their children to museums and to participate in numerous early literacy resources and programs as well as encourage
the love of reading by recommending and offering books and materials that coordinate with museum exhibits and
programs.
Children and Youth Healthy and Preparing for Productive Adulthood: Libraries provide a place for study, education
and learning for children and teens and museum passes will extend the library’s ability to meet this goal.
Communities that are Safe and Provide a High Quality of Life for Children and Families: Like libraries, museums
provide a safe place for children and teens after school, support the formal education provided by schools, and
provide life-long learning opportunities for families and people of all ages.
