Adopt Position Adjustment Resolution No. 21254 to add one (1) Health Services Information Technology Supervisor
(VCFB) position, at salary level ZA5 1884 ($6711.08 - $8993.49), in the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $184,913.16, including pension costs of
$38,312.27, and will be funded with Contra Costa Health Plan member premiums.
BACKGROUND:
The Health Services Department has implemented an electronic medical records system (ccLink), which has impacted
the management staffing needs of the Contra Costa Health Plan (CCHP) Performance Management unit. In order to
maintain systems upgrades that promote increased efficiency and effectiveness, the unit requires a technical
management classification responsible for the oversight of the major Health Plan systems and databases such as
Epic/Tapestry and QicLink Maintenance. In addition, this position will be responsible for identifying system
improvements and new product lines, designing and implementing claim rules, test plans, member co-pay and
deductible set-ups,

BACKGROUND: (CONT'D)
and plan and benefit set-ups into the systems; managing the CCHP provider contracting payment system;
conducting quality assurance to insure that finished products perform functionally; coordinating user acceptance
testing; and acting as liaison for various Information Technology committees. To meet this need, the Health
Services Department is requesting to add a Health Services Information Technology Supervisor position.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the department will not be able to appropriately staff the Performance Measurement
unit of the Health Plan and may result in inadequate claims and payment systems.
