ADOPT Position Resolution No. 21155 to establish the classification of Chief Nursing Officer-Exempt (VWD2)
(unrepresented), and allocate to the salary schedule at single step salary plan and grade B8L 2449 ($12,450); add one
(1) Chief Nursing Officer-Exempt position; and cancel one (1) vacant Ambulatory Care Chief Executive
Officer-Exempt (VAB1) (unrepresented) position #13890 at single salary plan and grade B85 2614 ($13,826.00) in
the Health Services Department.
FISCAL IMPACT:
Upon approval, this personnel action will have an annual cost savings of approximately $24,273.00.
BACKGROUND:
The Health Services Department is requesting to establish the classification of Chief Nursing Officer-Exempt
(Unrepresented) and allocate the single step salary at $12,450.15 per month, add a permanent full-time position and
cancel vacant Ambulatory Care Chief Executive Officer-Exempt (VAB1) position #13890 at single step salary level
$13,826.00 per month. (Unrepresented)

BACKGROUND: (CONT'D)
The Chief Nursing Officer - Exempt classification was originally established in 1984; revised & retitled in 2005;
and later retitled again in 2009 as a result of a change in the organizational structure of Contra Costa Regional
Medical Center and Health Centers. At that time, the Chief Operations Officer of CCRMC held the dual role of
Chief Nursing Officer. However, in 2010, the Department was notified that per Title 22 of the California Code of
Regulations (CCR) regulating the Community Care Licensing Division, it is a requirement as a public hospital to
have a designated Chief Nursing Officer position. For the past two years, the Director of Inpatient Nursing
Services has been assuming the role and responsibilities of the Chief Nursing Officer. In order for the Department
to be in compliance with CCR Title 22 and Joint Commission on Accreditation of Health Care Organizations
(JCAHO) standards, we need to re-establish a dedicated Chief Nursing Officer position.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Department will not be in compliance with CCR Title 22 regulations and
JCAHO's accreditation standards.
