INTRODUCE Ordinance No. 2013-11, amending Section 1102-2.202 of the County Ordinance Code to update the
list of established institutions and adding Section 1102-2.204 to designate certain beds at Juvenile Hall for a
treatment camp, WAIVE reading, and FIX March 19, 2013 for adoption.
FISCAL IMPACT:
The Probation Department will be eligible to collect an estimated $290,000 in additional annual revenue from the
Board of State and Community Corrections by designating 30 beds at the Juvenile Hall as a treatment camp.
BACKGROUND:
In fiscal year 2005-2006, the Board of State and Community Corrections (the “State”) formalized the Juvenile
Probation and Camp Funding Program. The State funding program consists of two parts: (1) a fixed allocation to
counties for programs; and (2) a variable allocation for the operation of camps and ranches based on the number of
occupied beds. Currently, the Probation Department receives variable funds for the 100 beds at Orin Allen Youth
Rehabilitation Facility (OAYRF), approximately $991,000 in fiscal year 2013-2013. The Probation Department has

BACKGROUND: (CONT'D)
applied to the State for additional variable funding for 30 beds at Juvenile Hall for its Youth Offender Treatment
Program (YOTP).
In order to receive this additional variable funding, the State is requiring that the Board of Supervisors designate
the beds for a camp or ranch by ordinance pursuant to Welfare and Institutions Code section 881. The OAYRF is
designated as a ranch under Ordinance Code section 1102-2.202(2). However, the 30 beds at Juvenile Hall are not
specifically designated as a ranch or camp in the County’s Ordinance Code. The State has informed the Probation
Department that until such a designation is made, the Probation Department cannot receive funding for those 30
beds. Designating 30 beds at Juvenile Hall as a treatment camp through the County’s Ordinance Code will
generate an estimated additional $290,000 of revenue for the Probation Department.
In addition to designating the 30 YOTP beds as a treatment camp, the Probation Department wishes to update the
list of juvenile halls, homes, ranches and camps listed under 1102-2.202, as that list is outdated.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to amend section 1102-2.202 of the County Ordinance Code and failure to add 1102-2.204 to the County
Ordinance Code will prevent the Probation Department from receiving the additional revenue of $290,000.00 for
the YOTP.
CHILDREN'S IMPACT STATEMENT:
Adoption of this ordinance will provide more funding for Juvenile Hall’s Youth Offender Treatment Program.
Participants of YOTP are minors under the age of 18.
