Bueren, Public Works Date:March 12, 2013 Contra Costa County Subject:APPROVE Measure WW funding request for Clyde Parks Improvements Project; advertise and make related CEQA findings. FISCAL IMPACT: 100% Measure WW funds. These projects are funded through a Master Contract between the County and the East Bay Regional Park District using Measure WW funds designated to specific County Service Areas. BACKGROUND: On April 5, 2012 Public Works reported to the Transportation, Water and Infrastructure Committee (TWIC) on the County Service Area Measure WW funds. The TWIC asked staff to develop a draft expenditure plan for each of the specific CSAs that are within the purview of the County Board of Supervisors. On February 13, 2013 County staff reported back to TWIC with a recommendation for projects in CSA M-16 (Clyde). Staff received approval from TWIC to submit this proposal to the Board of Supervisors to approve submitting a project application to the EBRPD by March 31, 2013. Measure WW funds available to Clyde (CSA M-16) are $36,321. The following is a summary of the community planning efforts and the project recommendations that resulted from this process: Clyde, CSA M-16: Clyde Parks Improvements Project ($36,321) Staff attended two County Service Area M-16 Advisory Committee meetings, on November 13, and December 12, 2012. Staff presented a list of possible projects and cost estimates at the meetings and the community narrowed the list to recommend the following improvements at Clyde Park and Maybeck Park, with available Measure WW funding: Clyde Park: 1. Install improvements to the existing irrigation system. 2. Replace the play surface “fibar.” 3. Upgrade the existing play structure to meet current ADA requirements. 4. Install tennis net tightening mechanism and new net. 5. Repair the sitting/retaining walls in the picnic area. Maybeck Park: 1. Install improvements to the existing irrigation system Once approval by the EBRPD is received, staff will begin the implementation of these projects including the design and construction. CONSEQUENCE OF NEGATIVE ACTION: Without Board approval the proposed a project for CSA M-16 Clyde area would not be submitted to the EBRPD for the 2013 grant cycle and the project would not be initiated.
