APPROVE County Service Area (CSA) R-10 Lefty Gomez Park Improvements Project; and AUTHORIZE the
Public Works Director, or designee, to submit a funding request to the East Bay Regional Park District (EBRPD) for
Measure WW funding for CSA R-10, to advertise the project. [DCD-CP#13-04] Project No.: 7770-6X5182; and
FIND the project is a California Environmental Quality Act (CEQA), Class 1(d) Categorical Exemption, pursuant to
Section 15301(d) of the CEQA Guidelines; and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk; and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.

Subject:APPROVE Measure WW funding request for Lefty Gomez Park Improvements Project; advertise and make related
CEQA findings.
FISCAL IMPACT:
100% Measure WW funds. These projects are funded through a Master Contract between the County and the East
Bay Regional Park District using Measure WW funds designated to specific County Service Areas.
BACKGROUND:
On April 5, 2012 Public Works reported to the Transportation, Water and Infrastructure Committee (TWIC) on
the County Service Area Measure WW funds. The TWIC asked staff to develop a draft expenditure plan for each
of the specific CSAs that are within the purview of the County Board of Supervisors. On February 13, 2013
County staff reported back with a recommendation for projects in CSA R-10 (Rodeo). Staff received approval
from TWIC to submit this proposal to the Board of Supervisors to approve submitting a project application to the
EBRPD by March 31, 2013. Measure WW funds available to Rodeo (CSA R-10) are $456,305.
The following is a summary of the community planning efforts and the project recommendations that resulted
from this process:
Rodeo, CSA R-10: Lefty Gomez Park/Ballfield Park Improvements Project ($456,305)
Staff attended six meetings:
• Rodeo Municipal Advisory Committee (RMAC) on August 22, September 26, & October 24, 2012
• County Service Area R-10 (CSA R-10) Advisory Committee on October 9 and December 17, 2012
• Stakeholders Meeting on December 5, 2012 with John Swett Unified School District and Rodeo Sanitary
District along with Rodeo MAC and R-10 members
Staff presented a list of possible projects at Rodeo community meetings, based on prior community feedback
regarding the condition of County park facilities. As a result of the discussions, the project list was refined to
focus on improvements at the Lefty Gomez Park/Ballfields. At the stakeholders meeting on December 5, 2012
with the John Swett Unified School District (who leases the Lefty property to the County), and the Rodeo Sanitary
District (who has public sewer facilities under the Lefty Ballfield), as well as Rodeo MAC and CSA R-10
Advisory Committee members, project proposals were further discussed and narrowed. The final community
recommendation was presented and approved by the CSA R-10 Advisory Committee at their December 17, 2012
meeting. The Lefty Gomez Park/Ballfield Park Improvement Project ($456,305 in total Measure WW funds)
includes the following improvements with available Measure WW funding:
1. Install seating in ballfield walkway area impacted by tree roots.
2. Add 2 drinking fountains in picnic area and ballfield concession areas.
3. Install new BBQs and picnic tables to accommodate groups of 20-50 people.
4. Provide new ground surface that is accessible and upgrade from dirt.
5. Add shade trees bordering the picnic area.
6. Construct a concession booth with extra storage and an announcer’s stand.
7. Repair entry area to ballfield.
8. Restore/replace bleachers.
9. Paint outdoor structures in ballfield area.
10. Install trash cans in picnic and concession areas.
11. Add landscaping in picnic area.
Once approval by the EBRPD is received, staff will begin the implementation of these projects including the
design and construction.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval the proposed project for CSA R-10 Rodeo area would not be submitted to the EBRPD for
the 2013 grant cycle and the project would not be initiated.
