APPROVE and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa, or his
designee, to execute a contract with Sprint Solutions, Inc. that will expire on October 31, 2016 with two one year
options to renew until October 31, 2018. The contract is to provide the Housing Authority with wireless voice
service, wireless broadband service, accessories and equipment in an amount not to exceed $250,000.
BACKGROUND
In preparing the solicitation for telecommunication services, staff determined that HACCC could obtain more
advantageous pricing by linking to a contract for wireless voice service, wireless broadband service, accessories and
equipment between the Western States Contracting Alliance (WSCA) and Sprint Solutions, Inc.
HUD requires housing authorities to competitively procure goods and services, a process normally undertaken by
each individual agency. However, HUD permits housing authorities to award contracts to firms selected by a state or
local governmental agency in a competitive solicitation process. The state or local government's selection process
must meet HUD's procurement guidelines and

must have been for the same goods and services sought by the housing authority. HUD encourages housing
authorities to procure goods and services in this manner in order to "foster greater economy and efficiency..."
The Western States Contracting Alliance (WSCA) was formed in October, 1993 as a cooperative group-contracting
consortium for state government departments, institutions, agencies and political subdivisions (i.e., colleges, school
districts, counties, cities, etc.,) for the states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Minnesota,
Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington and Wyoming. WSCA's membership
consists of the central procurement official that heads the state central procurement organization, (or a designee for
that state). Members from the states mentioned above competitively award purchasing solutions from industry-leading
vendors. WSCA's solicitations meet HUD's procurement guidelines.
Sprint Solutions, Inc. was awarded a competitively solicited contract to provide wireless voice service, wireless
broadband service, accessories and equipment to WSCA's members from November 1, 2012 through October 31,
2016 with the option of two one year renewals for an additional two years until October 31, 2018.
Sprint Solutions, Inc. was formed in 2002 and has served as HACCC’s primary wireless voice service, wireless
broadband service, accessories and equipment vendor since 2005. By contracting through WSCA, HACCC will
realize an estimated savings of $8,208 during the initial four-year contract term. If the two one-year options are
exercised, an additional $4,104 in savings will be realized for a total estimated savings during the next six years of
$12,312.
Staff is recommending that HACCC award a contract to Sprint Solutions, Inc. to provide HACCC with wireless
voice service, wireless broadband service, accessories and equipment. The total cost of the proposed contract will not
exceed $250,000 without additional Board approval.
FISCAL IMPACT
The cost for these services, accessories and equipment will not exceed $250,000 and is funded by grants the Housing
Authority of the County of Contra Costa (HACCC) receives from the United States Department of Housing and
Urban Development (HUD). The anticipated yearly amount of the contract falls within the amount presently
budgeted for this purpose.
CONSEQUENCE OF NEGATIVE ACTION
Should the Board of Commissioners elect not to award the contract to Sprint Solutions, Inc. via WSCA, HACCC will
be required to go out to bid for wireless voice service, wireless broadband, accessories and equipment. This process
will be lengthy and expensive and it is unlikely that HACCC will be able to obtain the level of discount provided to
WSCA.
