PRESENTATION of the Energy Performance Contract in the public housing program for the Housing Authority of
the County of Contra Costa (HACCC).
BACKGROUND
The Housing Authority (HACCC) has an existing energy performance contract (EPC) that was procured in 2003.
HACCC receives additional subsidies from HUD as part of HUD's EPC incentive program. However, the subsidy
received from HUD has varied dramatically each year. In some years it appears that HACCC has received more
subsidy than warranted, while in others HACCC has received none. In response, HACCC has hired Group 14
Engineering and R. Sissick Consulting, Inc. to help determine the subsidy level HACCC should expect to be
receiving from HUD. HACCC has been working with HUD during this process as well. During this analysis, it has
been determined that it may benefit HACCC to pursue a revised, self-implemented EPC. The presentation today is
designed to give the Board a brief overview of EPCs and the potential benefits and risks of one that is
self-implemented.
