ACCEPT the January 2013 update on the operations of the Employment and Human Services Department,
Community Services Bureau, as recommended by the Employment and Human Services Department Director.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of
Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding
any and all issues pertaining to the Head Start Program and Community Services Bureau.

I. Good News Update/Accomplishments:
The California Department of Community Services and Development
granted a one-time waiver to the Health & Safety expenditure limit of
the Bureau’s Department of Energy (DOE) contract #09C-1756 waiving
repayment of the $89,925 in excess Health and Safety expenditures
reported in the financial closeout of this contract.
II. Status Updates:
a. Caseloads, workload (all programs)
Head Start and Early Head Start enrollment for January is reported as
100%.
As a result of CSB’s ongoing collaboration with Elks Vision program, in
2012, 946 children received free on-site vision screenings and follow
up support including exams and eye glasses as needed.
On January 11, 2013, CSB received conditional approval by California
Department of Education-Child Development Division to utilize the
CLOUDS attendance management system which includes electronic
signature. CSB will be the first childcare agency in the State to use
such a system.
Through a new collaboration, California State University, East Bay
nursing students earning their Bachelor of Arts degree work closely
with CSB to develop health related training modules for hands-on
presentations with children, parents and staff for during Home-Based
Socialization and at parent meetings.

In partnership with County Counsel and Local One, CSB settled with
the employee who left a child unattended in August which led to a
deficiency in our program. She was allowed to resign with the
understanding that she will not attempt any future employment with
CSB.
One grievance pending – the Nutrition Worker hours reduction is
currently at Step 4

III. Hot Topics/Concerns/Issues (short bullet points with any additional discussion,
Q&A’s as needed):
CSB continues to be diligent about cutting costs as we continue to
recover from a $5 million reduction since 2009/10.
CSB is still awaiting word on the results of Head Start and Early Head
Start Recompetition and will expect to hear the outcome this sprin g.
IV. Emerging Issues/New Challenges:
We are hearing unofficially that the idea of restructuring child care
(consolidating center based general child care and CalWORKS under
county jurisdiction) is still on the Governor's agenda and might be
folded in with Health Care Reform and Medi-Cal Expansion.
