Approve and authorize the Purchasing Agent, on behalf of the Health Services Department, to execute a change order
to Purchase Order with Paras and Associates, to add $51,000 for a new total of $150,000, for purchase of video and
audio health care interpreting equipment, with no change in the original term of July 1, 2012 through July 1 2013.
FISCAL IMPACT:
This Contract is funded 100% by Enterprise Fund I.
BACKGROUND:
This purchase order allows for the purchase of video and audio health care interpreting equipment – conferencing
devices, telephones, mobility carts and stands/other mounting devices and associated equipment and supplies.
Recently the Department has upgraded Contra Costa Regional Medical Center and two of the health centers to
wireless operation of this network, which requires reconfiguration of our existing equipment and some purchase of
additional equipment.
The Health Services Department is mandated to provide linguistic access to its patients. This equipment makes the
clinics and hospital,

BACKGROUND: (CONT'D)
as well as other offices and care settings within Contra Costa Health Services (CCHS), accessible to patients who
either speak limited English, are hearing impaired or who prefer to speak with their health care provider in a language
other than English. The equipment allows CCHS to continue to be a partner in the Health Care Interpreter Network,
which assists to provide health care interpretation at any point of patient care in our system within minutes via a
video/audio network. This system also allows CCHS to generate revenue by providing interpretation for others on the
network.
CONSEQUENCE OF NEGATIVE ACTION:
If this Purchase Order is not approved it would severely limit the Department’s ability to provide real-time
interpretation for the patients of Contra Costa Health Services.
