Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #24-928-20 with Fred Finch Youth Center, a non-profit corporation, effective January 1,
2013, to amend Novation Contract #24-928-19, to increase the payment limit by $90,000, from $450,000 to a new
payment limit of $540,000, with no change in the original term of July 1, 2012 through June 30, 2013, and to
increase the automatic extension payment limit by $90,000, from $225,000 to a new payment limit of $315,000, with
no change in the term of the automatic extension, through December 31, 2013.
FISCAL IMPACT:
This amendment is funded 49% by Federal Financial Participation, 49% by County Realignment and 2% by Mt.
Diablo Unified School District. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing school and community based mental health
services including: assessments, individual, group and family therapy, medication support, case management,
outreach and crisis intervention services

BACKGROUND: (CONT'D)
for Seriously Emotionally Disturbed (SED) children and their families.
On January 8, 2013, the Board of Supervisors approved Novation Contract #24-928-19 with Fred Finch Youth
Center for the period from July 1, 2012 through June 30, 2013, which included a six-month automatic extension
through December 31, 2013, for the provision of Children’s Specialty Mental Health Services.
Due to a combination of Children’s Specialty Mental Health Services, appropriate funding was not included in
Contact #24-928-19. Approval of Contract Amendment Agreement #24-928-20 will reflect the intent of the parties,
allowing the Contractor to continue to provide services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contractor will not have enough funds to provide SED children within Contra
Costa County access to its mental health services.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
