SOCIAL SERVICE.CHIEF-FINANCIAL MANAGEMENT
DEFINITION:
Under direction, is responsible for and coordinates the fiscal AND BUDGET
activities of the Social Service Department, including the preparation and management
of the budget and financial claims and the administration of related business manage-
ment activities; supervises INVESTIGATION AND RECOVERY OF BENEFIT OVERPAYMENTS; MAY
SUPERVISE PROGRAM ANALYSIS AND IMPLEMENTATION; : DOES RELATED WORK AS REQUESTED.
DISTINGUISHING CHARACTERISTICS:
This single position class is distinguished by its responsibility for man-
agement of all the fiscal activities of the Department. It reports to and receives
direction from the WELFARE DIRECTOR.
THIS POSITION IS DISTINGUISHED FROM THE SOCIAL SERVICE ADMINISTRATIVE OFFICER
POSITION IN THAT THE LATTER HAS RESPONSIBILITY FOR GENERAL OFFICE ADMINISTRATION ACTIV-
ITIES, COMPUTER SYSTEMS ACTIVITIES, AND DIRECT SERVICES PROGRAM ADMINISTRATION; IT IS
DISTINGUISHED FROM THE CLASS OF ASSISTANT COUNTY WELFARE DIRECTOR IN THAT THE LATTER
ARE RESPONSIBLE FOR THE ADMINISTRATION OF PUBLIC WELFARE PROGRAMS POLICIES, PRACTICES,
AND PROCEDURES.
TYPICAL TASKS:
Reviews budget proposals for complete and proper preparation and documenta-
tion and for conformance with specified guidelines; coordinates preparation of the
annual budget proposals and assists in their presentation during the budget review
process; estimates State, Federal and County funding levels for department budget
proposals; analyzes, interprets and applies State and Federal fiscal regulations and
financing formulae; monitors and evaluates actual expenditures relative to budget
projections to identify potential overexpenditures; directs the maintenance and ad-
ministration of accounts, records and budgetary and fiscal controls and advises on
their status and makes recommendations on problem areas identified; formulates and
monitors fiscal policies and procedures to reflect State and Federal regulations and
department needs; directs accounting and monitoring 'of categorical aid and administra-
expenses and preparation and submission of the aid and administrative claims; repre-
sents the Department on fiscal matters, such as audits by State and Federal agencies;
reviews and analyzes audit reports and recommends appropriate action to challenge ex-
ceptions or to comply with requirements; assists with applications for grants and
project funds by preparing the fiscal plan for the program; establishes and administers
the fiscal and accounting and control procedures to meet funding agency requirements;
coordinates the formulation, monitoring and review of the fiscal aspects of contractual
agreements for special projects, grants and service agreements; participates in plan-
ning and implementation of data processing procedures analyses; represents the Depart-
ment in fiscal dealings with the Auditor-Controller, County Administrator and other
County Departments; assigns, coordinates and reviews the work of subordinate admin-
istrative staff; statistical and clerical support staff; SUPERVISES THE INVESTIGATION
AND RECOVERY OF BENEFIT OVERPAYMENTS; SUPERVISES THE PROGRAP± ANALYSIS ACTIVITIES IN
THE FOOD STAMP PROGRAM.
