APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute an amendment
with Harris & Associates, Inc., extending the term of this contract from December 31, 2012, to December 31, 2014,
without change to the payment limit of $150,000.
FISCAL IMPACT:
Contract is to be billed on a time and materials basis not to exceed $150,000 for the contract term. The Successor
Agency to the Contra Costa County Redevelopment Agency has budgeted sufficient funds to cover such costs. There
are no general funds involved.
BACKGROUND:
In May/June, 2005, the County Redevelopment Agency and the Pleasant Hill BART Leasing Authority [a joint
powers authority comprised of the County, the County Redevelopment Agency and the Bay Area Rapid Transit
District (BART)] approved the business aspects of the Transit Village Project on the BART property at the Pleasant
Hill/Contra Costa Centre BART Station. Among other things, these documents stipulate that the Redevelopment
Agency will act as a construction financier

Subject:Inspection Services for Transit Village Project - Pleasant Hill BART Station
BACKGROUND: (CONT'D)
of the BART patron replacement parking garage, some required backbone infrastructure (streets and utilities) and
placemaking improvements (parks, plazas, greens and civic uses).
The Redevelopment Agency, or it's Successor Agency, does not issue the permits or directly oversee the construction
of these improvements. BART oversees the garage and Public Works and/or Conservation and Development oversees
the other public improvements.
Nevertheless, the Successor Agency to the Redevelopment Agency requires its own independent inspection services
to assure that requests for payments, which are included as Recognized Enforceable Obligations, are appropriate, to
review the merits of requested change orders and to provide technical advice in the event of disputes. The contract
extension will allow services to be provided through the completion of the project.
CONSEQUENCE OF NEGATIVE ACTION:
Contractor will not be able to complete the services under the contract, which will then delay the completion of the
Transit Village proposal.
