Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74-058-17 with Seneca Family of Agencies, a non-profit corporation, in an amount not to exceed
$6,745,537, to provide Children’s Specialty Mental Health Services for the period from July 1, 2012 through June 30,
2013. This Contract includes a six-month automatic extension through December 31, 2013, in an amount not to
exceed $3,372,769.
FISCAL IMPACT:
This Contract is funded 37% by Federal Financial Participation, 38% by Mental Health Realignment and 25% Mt.
Diablo Unified School District. (No rate increase)
BACKGROUND:
On January 10, 2012, the Board of Supervisors approved Novation Contract #74-05-16 with Seneca Family of
Agencies, for the period from July 1, 2011 through June 30, 2012, for the provision of Mobile Crisis Response
Teams for seriously emotionally disturbed (SED) children and their families.

BACKGROUND: (CONT'D)
24, 2012, the Board of Supervisors approved Novation Contracts #74-043-18 and #74-387-3 with Seneca Family of
Agencies, for the period from July 1, 2011 through June 30, 2012, for the provision of therapeutic behavioral services
and school-mental health services at designated schools in West County.
On February 7, 2012, the Board of Supervisors approved Novation Contract #74-334-5 with Seneca Family of
Agencies, for the period from July 1, 2011 through June 30, 2012, for the provision of day treatment and wraparound
mental health services for County-referred SED children and their Families.
On February 14, 2012, the Board of Supervisors approved Novation Contract #74-220-11 with Seneca Family of
Agencies, for the period from July 1, 2011 through June 30, 2012, for the provision of school-based mental health
services for students in Mt. Diablo Unified School District.
Each of these Contracts included a six-month automatic extension through December 31, 2012.
Approval of Novation Contract #74-058-17 combines similar Children’s Specialty Mental Health Services and
replaces the automatic extensions under the prior Contracts, allowing the Contractor to continue providing services
through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, SED children throughout Contra Costa County will have reduced access to Specialty
Mental Health Services possibly resulting in higher levels of care.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
