Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #24-778-21 with FamiliesFirst, Inc., a non-profit corporation, in an amount not to exceed $1,660,403, to
provide mental health services to seriously emotionally disturbed (SED) children including school- and
community-based services, day treatment and Therapeutic Behavioral Services (TBS) for the period from July 1,
2012 through June 30, 2013. This Contract includes a six-month automatic extension through December 31, 2013, in
an amount not to exceed $830,202.
FISCAL IMPACT:
This Contract is funded 33% by Federal Financial Participation, 33% County Mental Health Realignment and 34%
by Mt. Diablo Unified School District. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing a variety of mental health services to SED
children at schools located within Mt. Diablo Unified School District as well as by providing residential day
treatment at the Contractor’s facility,

BACKGROUND: (CONT'D)
when necessary, TBS for County-referred children in need of short-term behavioral intervention.
On January 10, 2012, the Board of Supervisors approved Novation Contracts #74-070-15 (as amended by
Amendment Agreement #24-070-16) and #74-287-7 with FamiliesFirst, Inc. for the period from July 1, 2011 through
June 30, 2012, for the provision of specialty mental health services to SED children.
On January 24, 2012, the Board of Supervisors approved Novation Contract #24-778-20 with FamiliesFirst, Inc., for
the period from July 1, 2011 through June 30, 2012, for the provision of mental health services to SED children
including school- and community-based services, day treatment and TBS.
In January 2012, the County Administrator approved and Purchasing Services Manager executed, Novation Contract
#74-280-5, with FamiliesFirst, Inc., for the period from July 1, 2011 through June 30, 2012, also for the provision of
specialty mental health services to SED children.
Each of these Contracts included a six-month automatic extension through December 31, 2012.
Approval of Novation Contract #24-778-21 combines similar children’s specialty mental health services, replaces the
automatic extensions under the prior Contracts, and allows Contractor to continue to provide services through June
30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, SED children will not receive the mental health services they need as the County
solicits and engages an alternative Contractor possibly resulting in higher levels of care.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
