BACKGROUND: (CONT'D) the provision of TBS. On January 24, 2012, the Board of Supervisors approved Novation Contract #24–773–16 with Milhous Children’s Services, Inc. for the period from July 1, 2011 through June 30, 2012, for the provision of a day treatment program and mental health services for Seriously Emotionally Disturbed (SED) adolescents and latency-age children at Milhous Treatment Ranch. Both of these Contracts included six-month automatic extensions through December 31, 2012. Approval of Novation Contract #24–773–17 combines children’s specialty mental health services, replaces the automatic extension under the prior Contracts, and allows the Contractor to continue providing services through June 30, 2013. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, there will be fewer residential facilities to provide services required under the Federal Individuals with Disabilities Act (IDEA) while the County solicits and engages an alternate contractor. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
