Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #24-682-27 with Victor Treatment Centers, Inc., a non-profit corporation, in an amount not to exceed
$209,000, to provide residential treatment services to minors for the period from July 1, 2012 through June 30, 2013.
This Contract includes a six-month automatic extension through December 31, 2013, in an amount not to exceed
$104,500.
FISCAL IMPACT:
This Contract is funded 50% by Federal Financial Participation and 50% by County Mental Health Realignment. (No
rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing intensive day treatment, medication
support, and other mental health services, in a residential setting, to hearing and hearing impaired clients, at
Contractor’s Santa Rosa, Stockton and Redding facilities.
On September 13, 2011, the Board of Supervisors approved Novation Contract #24-682-26 with Victor Treatment
Centers,

BACKGROUND: (CONT'D)
Inc., for the period from July 1, 2011 through June 30, 2012, which included a six-month automatic extension
through December 31, 2012, for the provision of residential treatment services to minors.
Approval of Novation Contract #24-682-27 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, hearing impaired, seriously emotionally disturbed youth from Contra Costa County
will not have any treatment facilities available.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
