SUBJECT: Westbound Lane Interim Project on State Route 4 at Willow Pass Grade

RECOMMENDATION
Approve the Consulting Services Agreement,; CSA, with Carroll Resources Engineering 8
Management, C/REM, to design the additional westbound land on State Route 4, SR4 , over
Willow Pass Grade and sign the Design Reimbursement Agreement with the Cities of Antioch,
Pittsburg and Brentwood.
FINANCIAL IMPACT
Worse Case: $26,000 from gas tax, City of Antioch $38,000, City of Pittsburg $32,000 and
City of Brentwood $4,000.
Best Case: No cost to County since the East/Central Corridor Area of Benefit will have
generated the County funds .
REASONS FOR RECOMMENDATION/BACKGROUND
Caltrans , Contra Costa County, the Cities of Antioch, Brentwood and Pittsburg met to
review, interview and select a consultant to do the environmental documentation , ane
project design to add one westbound lane over Willow Pass Grade and modify SR4 and Willow
Pass intersection in West Pittsburg. C/REM was selected to do the work at a cost of
$104,434.
Project contingencies could run the cost of C/REM' s services to $11.5,000. Since we have
funding for only $100,000, C/REM has agreed as part of the CSA to stop all work once they
reach $100,000 expenditure until the remaining funds become available. The Board of
Supervisors on September 16,E 1986 enacted an emergency measure to charge all new East
County residential units $230 for the design and construction of the westbound lane.
Therefore , we anticipate the additional $15,000, if needed , would be available by the time
C/REM reached their $100,000 limit.
The reimbursement agreement between the County and the cities of Antioch, Brentwood and
Pittsburg has been signed and approved by all three Cities and is before you for approval .
The Agreement states that the County will advance $25,000 and the City of Antioch $75,000
to fund the engineering for the westbound lane project. After two years , the cities of
Pittsburg and Brentwood would pay their proportional amount of the design costs .
The County and the Cities all agree that the westbound lane is needed now since morning
commute traffic backs up as far Railroad Avenue in Pittsburg. If Measure "C" passes , this
project would relieve traffic congestion and may be used as a construction detour for the
five years it would take to design and construct the ultimate facility.

CONSEQUENCES OF NEGATIVE ACTION
C/REM proposes to start work October 1, 1986 and be completed by May 31 , 1987 in orc!er to
start construction by August 1987. By with-holding approval , the construction date might
not start until spring of 1988.
By not approving this Action, traffic congestion will continue to get worse.
