AUTHORIZE the Public Works Director, or designee, to submit three applications, requesting Community
Development Block Grant (CDBG) funds for: Montara Bay Community Center improvements in Tara Hills,
Giaramita Street Sidewalk Replacement in North Richmond, and Clearland Drive Curb Ramp installation in Bay
Point, and ACCEPT grants if awarded.
FISCAL IMPACT:
If the application is approved, the County may be granted up to $50,000 toward each of the project budgets.
BACKGROUND:
The Public Works Department works to identify grant funding opportunities to stretch local dollars to provide
additional improvements to the unincorporated communities in Contra Costa. The Community Development Block
Grant is intended to develop viable urban communities by providing decent housing and a suitable living
environment, and by expanding economic opportunities, principally for low and moderate income families.

areas.
BACKGROUND: (CONT'D)
The program is authorized under Title 1 of the Housing and Community Development Act of 1974 and is
administered through HUD (United States Department of Housing and Urban Development).
Project Descriptions:
MonTaraBay Community Center: Improve the MonTaraBay Community Center building located in the
unincorporated Tara Hills area. Proposed improvements include: painting the interior and exterior of the building,
installing new flooring, and replacing signage.
Giaramita Street Sidewalk Replacement: Replace failing sidewalks on Giaramita Street from Verde Street to Market
Street in the North Richmond area. The proposed improvement would replace failing infrastructure, provide ADA
accessibility, a safe route to walk to school, and provide an aesthetic improvement in a low income area.
Clearland Drive Curb Ramp Installation: Construct a total of 6 curb-ramps, 50-ft sidewalk section, and conform work
to transition to the existing sidewalk along Clearland Drive from the Delta De Anza Regional Trail to Willow Pass
Road in the Bay Point area.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in authorization will eliminate the opportunity to receive CDBG funding for these projects.
