APPOINT Thomas Studley ( 3254 Montevideo Dr. , San Ramon, CA 94583 ) and Andrew Surges ( 1955 Lakeview Place, Martinez, CA 94553 ) to the Fish & Wildlife Study Committee for terms expiring December 31, 1987. 2. DIRECT Contra Costa County Water Agency Legal Counsel, Cressey Nakagawa, to represent the Water Agency in working with other parties to develop a coordinated strategy for participating in the upcoming Water Rights Hearings before the State Water Resources Control Board. FINANCIAL IMPACT 1. None 2. The Contra Costa County Water Agency has an existing Legal Services Agreement with Cressey Nakagawa. This task can be carried out under the terms and conditions of that agreement with no additional allocation of funding. REASONS FOR RECOMMENDATION/BACKGROUND 1. The Water Committee has reviewed the applications for the vacancies on the Fish & Wildlife Study Committee and has recommended that Thomas Studley and Andrew Surges be appointed to the vacant positions for terms ending December 31, 1987. Twenty-two applications were received for the two vacancies and the Fish & Wildlife Study Committee aided in the screening of applications. Both nominees appear to have a strong interest in fish and wildlife matters and appear be an asset to the Fish & Wildlife Study Committee. The upcoming Water Hearings before the State Water Resources Control Board will result in the development of a Water Quality Control Plan and a Water Rights Decision for the Bay/Delta estuary. Many parties with concerns and interests similar to Contra Costa County are expected to participate in the Hearings. In order to coordinate and share technical and legal resources, it is important to communicate with these groups. Since the Hearings are conducted in a quasi-judicial manner and there are many legal issues involved, it is appropriate for the Water Agency Attorney to participate in these discussions to represent Contra Costa County. wcB0fwAP.T10
