Approve and authorize the Behavioral Health Services Director, or his designee, to execute, on behalf of the County,
Contract #24-086-145(9) with Crestwood Behavioral Health, Inc., a corporation, in an amount not to exceed $95,000,
to provide Emergency Residential Care Placement Agreement, for the period from January 1, 2013 through
December 31, 2013.
FISCAL IMPACT:
This Contract is funded 100% by Mental Health Realignment. (No rate increase)
BACKGROUND:
For several years, the County's Mental Health Adult Services Program has used these Agreements as an interim
financing mechanism to facilitate the residential care of mentally disabled clients and movement of clients, who are
deemed eligible for SSI/SSP, from State or local inpatient facilities to community-based facilities. This Program
provides residential care for 40 to 50 clients per year. Under this program, the County pays the State-established rates
for the residential

BACKGROUND: (CONT'D)
care of mental health clients who are not yet receiving SSI/SSP (but who are potentially eligible and have made
formal application to the Social Security Administration for SSI/SSP), contingent upon the client's signing an
agreement with the County to reimburse the County from the SSI/SSP money, once it is finally granted by the federal
government (usually 3 to 6 months retroactively back to the month of application).
On January 11, 2012, the Board of Supervisors approved Contract #24-086-145(8) with Crestwood Behavioral
Health, Inc., for the period from January 1, 2012 through December 31, 2012 for the provision of emergency
residential care.
Approval of Contract #24-086-145(9) will allow the Contractor to continue to provide emergency residential care
services through December 31, 2013, including mutual indemnification to hold harmless both parties for any claims
arising out of the performance of this Contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer emergency residential facilities to provide services to SSI/SSP
eligible Clients in the Continuing Care Program.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
