Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#24–794–8(11) with John Muir Behavioral Health Center, a non-profit corporation, in an amount not to exceed
$1,000,000, to provide inpatient psychiatric hospital services for children and adolescents, for the period from July 1,
2012 through June 30, 2013.
FISCAL IMPACT:
This Contract is funded 100% by Mental Health Realignment funds. (Rate increase) No County match required.
BACKGROUND:
Assembly Bill (AB) 757, (Chapter 633, Statutes of 1994), authorized the transfer of state funding for
Fee-For-Service/Medi-Cal (FFS/MC) acute psychiatric inpatient hospital services from the Department of Health
Services to the Department of Mental Health (DMH). On January 1, 1995, the DMH transferred these funds and the
responsibility for authorization and funding of Medi-Cal acute psychiatric inpatient hospital services to counties that
chose to participate in this program.
On October 11, 2011, the Board of Supervisors approved Contract

BACKGROUND: (CONT'D)
#24–794–8 (10) with John Muir Behavioral Health Center, for the period from July 1, 2011 through June 30, 2012
for the provision of inpatient psychiatric hospital services to County-referred children and adolescents.
Approval of Contract #24–794–8 (11) will allow the Contractor to continue to provide services through June 30,
2013, including mutual indemnification to hold harmless both parties for any claims arising out of the performance of
this Contract as part of their standard for approval of the Agreement with the County.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s mental health clients will not receive the inpatient psychiatric services that
they need from Contractor’s facility.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcome: “Communities that are Safe and
Provide a High Quality of Life for Children and Families”. Expected program outcomes include a decrease in the
need for inpatient care and placement at a lower level of care.
