ADOPT Resolution No. 2012/512 to approve and authorize the Public Works Director, or designee, to request and
accept an allocation through the Metropolitan Transportation Commission (MTC) and the Lifeline Transportation
Program (LTP) in the amount of $1,000,000 for Fiscal Year 2012/2013 for the Canal Road Pedestrian and Bicycle
Improvement Project. District V.
FISCAL IMPACT:
$1,000,000 of Lifeline Transportation Program (LTP) will be funded by the Metropolitan Transportation
Commission with funds through the Congestion Mitigation and Air Quality Improvement (CMAQ) program. A
separate grant in the amount of $450,000 through the State-Legislated Safe Routes to School (SR2S) Program was
also awarded to the project. Balance of $400,000 required for project will be funded by local road funds.
BACKGROUND:
The Canal Road Pedestrian and Bicycle Improvements Project was awarded grants from the LTP through CMAQ and
MTC ($1,000,000) and the State funded SR2S program ($450,000). The goal of the LTP funds projects is to increase
access and mobility by alternate modes of transportation

BACKGROUND: (CONT'D)
in Communities of Concern. The goal of the SR2S program funds concept is to increase the number of children
who walk or bicycle to school by funding projects that remove the barriers that currently prevent them from doing
so.
The Canal Road Pedestrian and Bicycle Improvement Project will construct sidewalk and bicycle improvements
on Canal Road from Bailey Road to Loftus Road. This project was identified in the “Community Based
Transportation Plan for Bay Point, January 2007” and within the “Pittsburg/Bay Point Bart Access Plan”. The
project will serve a community within Bay Point where approximately 50% of the households are identified as
low income.
The Board approved a resolution of support for the LTP grant program back in July, 2012; however, MTC
requires a resolution specific to CMAQ funding before approving the amendment to include the project on to the
Transportation Improvement Plan (TIP).
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the request for allocation will eliminate this potential funding source for the project.
