SUBJECT: Status Report on Vine Hill Road Infiltration Basin in Oakley,
August 19, 1986 Referral
Specific Requests or Recommendations & Background & Justification
RECOMMENDED ACTION:
As the governing body of the Contra Costa County Flood Control and Water Conservation
District, accept the status report of the Chief Engineer on the Vine Hill Road Infiltration
Basin in Oakley.
STATUS REPORT:
On August 19, 1986, the Board approved a plan of control and drainage modifications for the
Vine Hill Road Infiltration Basin System in Oakley. At that time, the Board requested a
status report be completed in approximately 30 days on our progress in implementing the
Boards' decisions. This report is submitted in response to that referral .
During the August 19, 1986 meeting, one of the property owners mentioned that the Contra
Costa Water District had an irrigation line tied into the storm drain system of Subdivision
5313. We have investigated this matter with the Water District and have found that they
indeed do have their irrigation line tied, into the storm drain system. The irrigation line
serves the farmers in the area. On a very infrequent basis the line is drained for repairs.
Previously, the line was drained onto the property of Subdivision 5313 as it contained the
local sink area. With the urbanization of this parcel and the filling of the sink area, it
became necessary to connect the irrigation line to the storm drain system to permit draining
of the system without passing across private property. The draining of the irrigation line
will cause water to flow into the Vine Hill Road Infiltration_Basin. However, the volume
of water will be very small and it will occur very infrequently. We see no other reasonable
alternative method for getting rid of the irrigation water when the line must be drained.
The Public Works Maintenance Division is currently making arrangements for modifying the 42"
diameter storm drain pipe and for reinstalling the upstream bulkheads that existed prior to
the development of Subdivision 5313. This work will be completed before October 15, 1986.
Prior to modifying the 42" outlet pipe, the residents of the area will be contacted to
advise them of what is to actually be done. At that time, we will solicit their interest
and assistance in installing landscaping for screening the pipe. Also, prior to October
15, 1986 we will install the staff gauge specified in the operational cr' 'ria.
