APPROVE the Fiscal Year 2012-2013 Contra Costa County In-Home Supportive Services (IHSS) Fraud
Investigation and Program Integrity Plan including a tentative budget in an amount not to exceed $626,412 for
submission to the California Department of Social Services and AUTHORIZE the Chair, Board of Supervisors, to
sign the IHSS Fraud Prevention Program County Response Cover Page.
FISCAL IMPACT:
$626,412: 50% Federal Medi-Cal Federal Financial Participation (FFP) funding and 50% County funding. Program
implementation and claiming of FFP funding is contingent upon the availability of County General Funds as a 50%
County match ($312,206). Should County funding become available in the future, a plan needs to be in place in
order to be able to submit a claim for the federal funds.
BACKGROUND:
The In-Home Supportive Services (IHSS) Fraud Investigation and Program Integrity Plan is a joint effort of
the Employment and Human Services Department and the Office of the District Attorney.

BACKGROUND: (CONT'D)
would allow Contra Costa County In-Home Supportive Services (IHSS) to administratively claim Medi-Cal Federal
Financial Participation funds for allowable County expenditures retroactive to July 1, 2012. To demonstrate approval
for participation, Counties are required to complete the cover letter signed by the County Board of Supervisors.
The funding will allow continuation and expansion of the IHSS Quality Assurance and Fraud investigation efforts,
and in coordination with the Office of the District Attorney, expand case reviews and overpayment recovery
activities.
CONSEQUENCE OF NEGATIVE ACTION:
Without budget approval, County would be unable to maintain the In-Home Supportive Services fraud investigation
and integrity efforts initiated in the three prior fiscal year plans.
