Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency
Agreement #29–525–8 with First 5 Contra Costa Children and Families Commission, to pay County an amount not to
exceed $961,305, to provide wraparound and other mental health services for children ages 0 to 5 years, for the
period from July 1, 2012 through June 30, 2013.
FISCAL IMPACT:
Approval of this agreement will result in $961,305 for FY 2012-2013 from First 5 Contra Costa Children and
Families Commission (Proposition 10 – First Five funds) for wraparound and other mental health services for
children. No County match is required.
BACKGROUND:
This Early Mental Health System of Care Program will serve children under six years of age, and their families, who
have serious mental health and behavior problems that have caused, or threaten to cause out-of-home placements,
loss of day-care and school placements, and the need for special education or non-public school intervention.

BACKGROUND: (CONT'D)
approved Contract #29–525–7 with First 5 Contra Costa Children and Families Commission, for the period from July
1, 2011 through June 30, 2012, to pay County for the provision of wraparound and other mental health services for
children ages 0 to 5 years. Approval of Interagency Agreement #29–525–8 will allow County’s Mental Health
Division to continue to provide wraparound and other mental health services to children through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s clients, ages 0 – 5 at We Care Services for Children, Lynn Center, and
Early Childhood Mental Health Program will not receive the wraparound treatment services that they need.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School” and “Families that are Safe, Stable, and Nurturing”. Expected program outcomes include
success in school, a decrease in behavior problems, and a reduction in the number of out-of-home placements.
