FISCAL IMPACT: No General Fund impact. Funds were provided to the County on a formula basis through the U. S. Department of Housing and Urban Development (HUD). CFDA # 14.257 (Homeless Prevention and Rapid Rehousing Program). BACKGROUND: Through the American Recovery and Reinvestment Act, signed by the President on February 17, 2009, $1.5 billion was provided to fund the Homeless Prevention and Rapid Rehousing Program (HPRP). The purpose of HPRP is to provide homeless prevention assistance to households who are at risk of becoming homeless and to rapidly re-house persons who are homeless. HPRP provides temporary financial assistance and housing relocation and stabilization services to individuals and families who are or would be homeless but for this assistance. HPRP is not a mortgage assistance program and is not intended to provide ongoing support. In collaboration with other local jurisdictions and agencies, the County awarded a contract to Shelter, Inc. to act as the lead agency. Shelter, Inc. established Memorandums of Understanding with the Greater Richmond Interfaith Program (GRIP), Rubicon Programs, Catholic Charities of the East Bay and Bay Area Legal Aid to ensure that all elements of the HPRP program were provided across the County. Funds were also awarded to the County’s Homeless Services for Data Collection and Evaluation through the Homeless Management and Information System (HMIS). As of July 31, 2012, the County expended its total grant allocation, providing 453 households with financial assistance and housing stabilization services. Of this number, 424 households at risk of homelessness received short-term (1 – 3 months) financial assistance that allowed them to stay in their housing. Additionally, 29 households that were homeless received long-term (up to 18 months) assistance, enabling them to secure housing and achieve stability. CONSEQUENCE OF NEGATIVE ACTION: None, this report is informational purposes only. CHILDREN'S IMPACT STATEMENT: HPRP program activities supported the following outcome established in the Children's Report Card: Families are Safe, Stable and Nurturing.
