SUBJECT: Approve Agreement to Relocate Transmission Line with PG&E, Pleasant Hill BART
Station Street Improvements, Phase IIB, Project No. 7891-6X5591-85

RECOMMENDED ACTION:
APPROVE agreement to relocate the Lakewood-Meadow Lane 115 KV transmission line with PG&E
and AUTHORIZE Executive Director or his designee to execute agreement for relocation of the
PG&E electrical line .north of Treat Boulevard in the Jones Road right of way for the Pleasant
Hill BART Station Street Improvements, Phase IIB Project, Project No. 7891-6X5591-85.
FINANCIAL IMPACT:
The agreement provides for relocation of the transmission line by PG&E forces at agency
expense. Estimated cost of relocation work is $110,000. Funds are available from the
agency.
REASONS FOR RECOMMENDATION/BACKGROUND:
The redevelopment plan calls for the construction of Jones Road north of Treat Boulevard
and extends into the Pleasant Hill BART Station. This alignment supersedes the current
location of Coggins Drive and is located somewhat easterly of Coggins alignment in order to
align with Jones Road to the south of Treat Boulevard. PG&E' s 115 KV transmission line
currently crosses Treat Boulevard on the east side of the Southern Pacific right of way.
It then crosses the right of way and runs north to the Meadow Lane substation on the westerly
side of the Southern Pacific right of way. This current location puts the transmission
line poles in the middle of the new Jones Road alignment requiring relocation of the
transmission line. Because PG&E has prior rights. to this location, the agency is responsible
for relocation of the facility and the right of way that contains it. This agreement
provides for the relocation by PG&E forces and for all costs by the agency associated with
this relocation.
CONSEQUENCES OF NEGATIVE ACTION:
Nonapproval of this agreement will mean that PG&E will not relocate its transmission line.
This will leave transmission line poles in the middle of Jones Road which is unacceptable.
The roadway cannot be relocated because of commitment of right of way to the future light
rail corridor to the east and the BART Station prop rty to the west.
