APPROVE the Byron Boys Ranch Sewer Pipeline Replacement [DCD-CP#12-42] Project No.: WZ0173, and
FIND the project is a California Environmental Quality Act (CEQA), Class 2c Categorical Exemption, pursuant to
Article 19, Section 15302(c) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of $25 fee to Department of Conservation and
Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
100% General Funds.
BACKGROUND:
The purpose of this project is to remove and replace an above-ground section of sewer pipe servicing the Orin Allen
Youth Rehabilitation Facility

Subject:APPROVE the Byron Boys Ranch Sewer Pipeline Replacement and make related findings under the California Environmental
Quality Act (CEQA), Byron area.
BACKGROUND: (CONT'D)
(Byron Boys Ranch). The pipe removal and replacement will occur between Camino Diablo Road and Byer Road.
The pipeline section that will be replaced is above-ground and is supported by concrete pillars. Recently, adjacent
sections of the sewage pipe have been struck by automobiles and farm vehicles. The age of the pipe, combined with
the potential for accidental strikes by vehicles, could cause a breach of the pipe and potentially release raw sewage;
therefore, the Public Works Department is proposing to remove and replace this section of the sewage pipe. An
approximately 1,260-foot-long section will be flushed prior to removal, and a new steel pipe will be placed on the
existing concrete pillars. Operations to remove the existing sewage pipe will adhere to using Best Management
Practices (BMPs). The pipe removal and replacement will include conducting work over a filled in portion of a
drainage ditch. Impacts to the drainage ditch will be avoided by placing barriers between the project construction area
and ditch. Spill prevention and control materials will be present at the project site at all times. While the existing
sewage pipe is being removed and replaced, Byron Boys Ranch will have its sewage removed by sewage truck.
Utility relocations or adjustments may be necessary in support of the project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will allow aged pipe to continue to be exposed to the elements, with potential breach
by pipe deterioration caused by weather or by accidental vehicle or farm implement contact, causing a potential
environmental and public health hazard.
