HomeMy WebLinkAboutMINUTES - 12042012 - C.05RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to sign and submit a Cooperative Work Agreement extension request to California Department of Transportation (Caltrans) and California Department of Finance for the extended use of federal funds allocated to Marsh Creek Detention Facility Bridge Replacement Project, Clayton area. Project No. 4660-6X4015 FISCAL IMPACT: In 2007, the Public Works Department was awarded federal funding for the replacement of Marsh Creek Detention Facility Bridge (over Marsh Creek) through the Highway Bridge Program (HBP). These funds were allocated for expenditure with a reversion date of June 30, 2013, after which, the unspent balance of allocated funds would be lost. This Cooperative Work Agreement (CWA) request, subject to final approval by the California State Department of Finance, extends the deadline for using the unspent fund balance for up to one year. BACKGROUND: The Public Works Department is proposing to replace the existing Marsh Creek Detention Facility Bridge over Marsh Creek that was constructed in 1950. BACKGROUND: (CONT'D) of the existing timber bridge and the construction of a replacement bridge of similar size that meets current traffic safety and design standards. The Preliminary Engineering phase of the Marsh Creek Detention Facility Bridge Replacement Project was awarded $243,457 in federal funds through the HBP in September 2007. The balance of upspent funds, approximately $24,000, will expire on June 30, 2013 unless a CWA is put into place to extend the expenditure deadline for up to one year. These funds will be needed beyond the June 30, 2013 deadline in order to complete the environmental clearance process and to complete final design. The County has also recently received informal approval from Caltrans for an additional $115,000 in the Preliminary Engineering phase with formal approval expected in early 2013. In order to ensure that funds are available to complete the preliminary engineering phase, the Public Works Department recommends requesting this one-year funding extension. CONSEQUENCE OF NEGATIVE ACTION: An extension request for the funds awarded for the Marsh Creek Detention Facility Bridge Replacement Project will not be signed and submitted, and those funds will not be available for the completion of preliminary engineering of the project.
