Approve and Authorize the Auditor-Controller to transfer Measure H Funds, in the amount of $772,800, to Contra
Costa County Fire Protection District, to be used as a match for the FEMA Assistance to Firefighters Grant (AFG).
FISCAL IMPACT:
No County general fund impact. Expenditure to be from County Service Area (CSA) EM-1. Budgeted.
BACKGROUND:
On August 16, 2011, the Board of Supervisors passed a Board Order (Item C.74) approving and authorizing the
Contra Costa County Fire District to apply for regional grant funding from the FEMA Assistance to Firefighters
Grant Program to receive up to $4,020,000. The grant required a 20% community match. The Board Order stated that
Measure H (CSA EM-1) funds would be made available as part of that match, and up to $800,000 was budgeted for
this purpose by the Emergency Medical Services Director, with approval by Dr. William Walker and the Board of
Supervisors.

BACKGROUND: (CONT'D)
The Measure H funds to be applied toward this grant will help fund the purchase of over 70 cardiac
monitor/defibrillators. These devices will utilize advanced technology that links to area hospitals to help improve
patient care.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County Fire Protection District would not be able to accept the grant, and therefore not be able to
purchase critical emergency medical services equipment.
