ADOPT Resolution No. 2012/457 authorizing a change in operating hours for the Department of Conservation and
Development from those approved under Resolution No. 2012/177, as recommended by the Conservation and
Development Director.
FISCAL IMPACT:
No impact to county general fund. The changes will lower operating costs for the department.
BACKGROUND:
On May 8, 2012, the Board of Supervisors approved Resolution No. 2012/177 authorizing a change in operating
hours for departments that deviated from the standard operating hours (8am-12 noon; 1 pm-5pm) set under County
Ordinance Code 22-2.202. Resolution 2012/177 authorized the Department of Conservation and Development (DCD)
to continue its practice of offering office hours beyond what is prescribed in the county ordinance. DCD’s main office
in Martinez is open from 7:30 am – 5:00 pm Monday-Friday, including during the lunch hour, in order to better
accommodate the needs of the public that accesses the variety of services offered by DCD.
The Department recently conducted a 3-month review of customer data to assess customer trends and tailor services
offered at the Permit Center. The data collected revealed that the last hour of each Friday – from 4:00 pm – 5:00 pm –
had very little customer traffic. In fact, during the 3-month review period, the Permit Center received an average of
one customer per month. Recognizing this trend, the Department is proposing to close the 30 Muir Office each Friday
at 4 pm. The 7:30 am to 5:00 pm (including service to the public during the lunch hour) Monday-Thursday will not
change. This proposed change is consistent with the 4:00 pm Friday closing time at the Department's Lafayette

Subject:Change in DCD's Operating Hours
Satellite Office and at other county offices such as Public Works and the Assessor’s Office. This change will allow
DCD to reallocate its resources for improved efficiencies.
In addition, DCD is requesting to make a change to its operating hours at the Brentwood Satellite Office, to tailor the
hours to the reduced seasonal demand in East County. The department requests approval to establish 8:00 am - 12:00
pm Monday-Thursday as the operating hours at the Brentwood Satellite Office, for a five month period, from
December 01, 2012 to April 30, 2013. Appointments will continue to be available beyond these hours by request.
Beginning May 1, 2013, the operating hours will automatically return to the 8:00 am - 5:00 pm Monday - Thursday
schedule. The Department requests authorization to return to the normal operating hours prior to April 30, 2013, if
service requests dictates. Below in table format are the proposed changes to DCD's operating hours:
