Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74–369-3 with Native American Health Center, Inc., a non-profit corporation, in an amount not to exceed
$213,422, to provide Mental Health Services Act (MHSA) prevention and early intervention services for the period
from July 1, 2012 through June 30, 2013. This Contract includes a six-month automatic extension through December
31, 2013, in an amount not to exceed $106,711.
FISCAL IMPACT:
This Contract is funded 100% by Proposition 63/MHSA. No County funds are required. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by conducting community-building activities, including
scheduled weekly group sessions and quarterly community events for youth, adults, and elders in Richmond.
On January 10, 2012, the Board of Supervisors approved Novation Contract #74-369-2 with Native American Health
Center, Inc., for the period from July 1, 2011 through June 30, 2012 which included a six-month automatic

BACKGROUND: (CONT'D)

Approval of Novation Contract #74-369-3 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, Contra Costa County residents will not continue receiving MHSA assistance
provided by the program including prevention and early intervention services.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
