Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74-303-5 with Mental Health Consumer Concerns, Inc., a non-profit corporation, in an amount not to
exceed $680,760 to continue implementation of the Mental Health Services Act (MHSA) Community Services and
Supports Program, for the period from July 1, 2012 through June 30, 2013. This Contract includes a six-month
automatic extension through December 31, 2013, in an amount not to exceed $340,380.
FISCAL IMPACT:
This Contract is funded 100% by State MHSA (Prop 63). (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing implementation of MHSA Community
Services and Supports Program, including providing community-based services, personal services coordination,
medication support, crisis intervention, and other mental health services to eligible adult clients in Contra Costa
County.
On December 13, 2011 the Board of Supervisors approved Contract #74 303-4 with Mental Health

BACKGROUND: (CONT'D)
Consumer Concerns, Inc., for the period July 1, 2011 through June 30, 2012, which included a six-month automatic
extension through December 31, 2012, to provide implementation of the Mental Health Services Act (MHSA)
Community Services and Supports Program.
Approval of Novation Contract #74-303-5 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County’s Mental Health clients will have reduced levels of care and overall access
to the services provided by Contractor under the MHSA Community Services and Support Programs.
