HomeMy WebLinkAboutMINUTES - 11132012 - C.37RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute contracts with local employers in an amount not to exceed $225,000 to allow for reimbursement of up to ninety percent (90%) of the salary of EASTBAY Works on the job training (OJT) clients hired by employers. FISCAL IMPACT: $225,000: 100% Workforce Investment Act (CFDA 17.261) BACKGROUND: Based on the success of subsidized employment programs operated under the American Recovery and Reinvestment ACT (ARRA) and throughout the nation via the Workforce Investment Act, the Workforce Development Board of Contra Costa County received funding for a new on the job training (OJT) program. This program is slated to help up to 60 long term unemployed Contra Costa County residents gain full-time employment. Up to ninety percent (90%) of the OJT participant wages will be subsidized for new training on the job up to $4,500 per person. The employers will be hiring the eligible OJT participants upfront and will train the participants to the appropriate skills for the position in which they are placed. OJT participants will receive a wage comparable to those workers performing the same or like duties at the work site. A master work site agreement will be signed by the employer for each participant that is placed at their employer's work site. Under the OJT program, the EHSD will reimburse up to 90% of the wages up to a maximum of $4,500. The individual contracts with each employer will state the reimbursement process. Monthly reimbursement invoices will be submitted by participating employers for each client employed through the OJT program. The invoices will be reviewed by program staff within the Workforce Development board for accuracy and submitted to Employment and Human Services Department's Fiscal Unit for payment. CONSEQUENCE OF NEGATIVE ACTION: If requested recommendation is not approved, there will be a delay in the implementation of OJT program and already developed work opportunities for eligible clients with local employers who have urgent staffing needs (i.e., seasonal/holiday hiring) will be adversely impacted. CHILDREN'S IMPACT STATEMENT: None
