ADOPT Position Adjustment Resolution No. 21198 to add two (40/40) Pre-Hospital Care Coordinator (VBSG)
positions in the Emergency Medical Services (EMS) Division of the Health Services Department
FISCAL IMPACT:
Upon approval, this action would result in a total annual cost of $270,211.30 associated with adding two positions of
Pre-Hospital Care Coordinator. One position will be supported through current fees established as part of the EMS
Systems of Care oversight, e.g. STEMI, Stroke System designation fees and Measure H. One position will be
supported through fees associated with permitting and authorization of programs and providers.
BACKGROUND:
The California EMS Authority continues to expand the oversight reqirements for local EMS agencies in several areas
including Quality Improvement, Prehospital Certification, Prehospital Education, Ambulance Strike Teams, Disaster
Coordination of the Health Care System, STEMI, Stroke, and Trauma Systems of Care. These include statutory
requirements including EMS System clinical and system data reporting. In addition, the Contra Costa EMS agency
needs to provide new

BACKGROUND: (CONT'D)
ovrsight for non-ambulance providers in the community. Contra Costa County has over 11 non-ambulance
providers serving more than 70,000 non-emergency ambulance transports per year. Currently there are no
dedicated staff to support investigations of patient safety incidents and to reliably monitor complicance of
non-emergency ambulance requirements with EMS policy and procedure. One Prehospital Care Coordinator
position is being created to support this local oversight served by the non-emergency ambulance providers and the
other postion is to support expanded local EMS agency oversight activities.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, gaps in EMS agency compliance with statutory responsibilities will occur. Programs
supporting EMS system patient safety will be affected. Opportunities to support change in the EMS system to
improve efficiencies will be reduced.
