ADOPT Position Adjustment Resolution No. 21188 to add one (1) Assistant County Registrar - Exempt (ALB1)
position at salary level B85 2054 ($7,941-$9,652) in the Clerk Recorder Department.
FISCAL IMPACT:
The cost of this action is within the Clerk-Recorder-Elections Department budget. The cost will not exceed $31,764
in salary and $19,058 in benefits for a total not to exceed $50,822.
BACKGROUND:
The incumbent has more than 40 years experience conducting elections and has been the Division Head in charge of
the Contra Costa County Elections Division for more than 10 years. She has announced her retirement at the end of
July, 2013. By adding one (1) position, the department will be able to recruit for her replacement and allow her to
train the incoming Assistant County Registrar for three to four months. The department head has announced his
retirement, effective March 29, 2013, and will not be here to assist with the transition. The department would like to
announce the position early January 2013 and has a goal of completing the recruitment and selection by mid-March
2013.

CONSEQUENCE OF NEGATIVE ACTION:
Conducting an elections is a complicated and lengthy process. Planning for and conducting multiple overlapping
elections further complicates issues. The department begins preparing for a major election nine months before
Election Day. Each county uses a unique set of integrated hardware, software and procedures to prepare for and
conduct elections. Allowing there to be a limited, intense side-by-side training period will allow for a smoother
transition to the new leadership. Failure to do so could put Contra Costa County's ability to conduct elections in
danger.
