APPOINT Supervisor Federal Glover (District V) to represent the Board of Supervisors on ship-channel navigation
issues and outreach with other agencies, as recommended by the Transportation, Water and Infrastructure Committee.
FISCAL IMPACT:
NONE.
BACKGROUND:
The Board of Supervisors has authorized County staff to work on navigation issues. These issues include the
proposed deepening of the San Francisco-to-Stockton Ship Channel, strategies to deal with the disposal of sediment
that is dredged from the bottom of the ship channel, and other navigation projects such as the proposed ship-turning
basin at Avon just east of the Benicia-Martinez Bridge.
The Board in July 2012 accepted a report from the County's navigation consultant, Lawrence G. Mallon. Among
other things, the report recommended the County proceed with exploratory discussions with other agencies along the
shipping channel regarding a potential collaborative entity such as a joint powers agency. The report stated that a
collaborative entity might have better results in terms of seeking

BACKGROUND: (CONT'D)
federal funding for navigation projects and expediting project delivery by the Army Corps of Engineers, compared to
the current situation in which each agency advocates on its own without a regional outlook.
The San Francisco-to-Stockton Ship Channel extends all the way from the Golden Gate to the Port of Stockton,
approximately 75 miles. It crosses Supervisorial Districts I, III and V. Most of the ship channel that will be deepened
is in District V.
For these reasons the Transportation, Water and Infrastructure Committee on November 1 determined to recommend
the Board appoint the District V Supervisor to take the lead on navigation issues in terms of outreach to other
agencies and jurisdictions along the channel and collaborative planning efforts with them.
CONSEQUENCE OF NEGATIVE ACTION:
The County will be without an appointed elected official to confer with other elected officials interested in
ship-channel navigation issues.
