ATTESTED: November 13, 2012 , BY:June McHuen , Deputy RECOMMENDATIONS Accept a report on the status of the U.S. Department of Housing and Urban Development’s (HUD) Public Housing Agency Recovery and Sustainability (PHARS) Team’s On-Site Assessment of the Authority. BACKGROUND As discussed with the Board at its October 16, 2012 meeting, the Housing Authority of the County of Contra Costa (HACCC) is no longer considered financially troubled by HUD effective September 14, 2012. HACCC received a financial score of 20 out of 25 (80%) in its most recent Public Housing Assessment System (PHAS) rating. BACKGROUND (CONT'D) HACCC will continue to work both internally and with the HUD PHARS team to improve PHAS scoring related to Tenant Accounts Receivable and occupancy.
