FIND that there is serious and continual criminal activity occurring on Carquinez Scenic Drive (Road No. 2191B), beginning at the intersection of McEwen Road (Road No. 2784) and proceeding easterly a distance of 1.2 miles. Carquinez Scenic Drive has not been designated as a through highway or arterial street; Vehicular traffic on Carquinez Scenic Drive contributes to the criminal activity; The overnight closure of Carquinez Scenic Drive will not adversely affect traffic flow, safety on the adjacent streets or in the surrounding neighborhoods, public utility services, or the delivery of freight by commercial vehicles in the area of the section of Carquinez Scenic Drive that is proposed to be temporarily closed. ADOPT Traffic Resolution No. 2012/4368 for the temporary overnight closure of Carquinez Scenic Drive daily from sunset to sunrise the following day, between the intersection of McEwen Road (Road No. 2784) and the existing road closure located at 9000 Carquinez Scenic Drive, beginning November 6, 2012 and ending May 6, 2014, for safety concerns. FISCAL IMPACT: No fiscal impact. Bueren, Public Works Date:November 6, 2012 Contra Costa County Subject:Hearing to consider adopting Traffic Resolution No. 2012/4368 for temporary overnight closure of Carquinez Scenic Dr. (Road No. 2191B)-Port Costa area BACKGROUND: Due to landslides in the early 1980s, the Board of Supervisors approved the closure of Carquinez Scenic Drive from the Ozol Fuel Facility (owned by the United States of America) to the Contra Costa Brick Works Plant 9 (former property of TXI Operations and recently purchased by the East Bay Regional Park District). In 2004, the Board of Supervisors approved the temporary overnight closure of Carquinez Scenic Drive, east of the Martinez City Limit, to prevent ongoing criminal activity on that portion of the roadway. With the closure of TXI facility, the western portion of Carquinez Scenic Drive has experienced similar criminal activity. Therefore, the East Bay Regional Park District has requested overnight closure of Carquinez Scenic Drive west of the TXI Operations Facility. The County Public Works Department, Sheriff’s Department and the California Highway Patrol support the Park District’s request to temporarily close Carquinez Scenic Drive east of McEwen Road to the existing road closure at the former TXI Operations Facility located at 9000 Carquinez Scenic Drive and recommends that the Board of Supervisors approve the Park District’s request CONSEQUENCE OF NEGATIVE ACTION: The East Bay Regional Park District would not be able to close the road at night and illegal activities occurring along the roadway would continue.
