ADOPT Resolution No. 2012/458 approving and authorizing the County Probation Officer, or designee, to amend the
Agreement with the California Board of State and Community Corrections to expand County participation in the
Juvenile Probation and Camps Funding (JPCF) program to include programming at both the Orin Allen Youth
Rehabilitation Facility and the Youthful Offender Treatment Program located at Juvenile Hall.
FISCAL IMPACT:
100% State Revenue. This funding is subject to change, pending the final allocation of funding. Signing of this
agreement will enable the Probation Department to increase JPCF funds currently being received.
BACKGROUND:
Each year the Probation Department enters into an agreement with BSCC (formally known as the Corrections and
Standards Authority, CSA) regarding the JPCF Program. The agreement specifies the programs that will be funded
and the amount of funding for each. If, in a particular year, a program is to be added or deleted, BSCC requires that a
new Board Resolution be adopted which authorizes the Department to enter the new agreement at the increase or
reduced service level. The addition of the 30 bed Youthful Offender Treatment Program in Juvenile Hall activates
this requirement for FY 12/13.
