SUBJECT: Authorizing Submission of Department of Labor JTPA Discretionary Title III
Application to State Job Training Partnership Office
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Authorize the Executive Director, Contra Costa County Private Industry
Council, to submit on behalf of the County, an application to the State Job
Training Partnership Office requesting $152,778 in federal discretionary funds
under the Job Training Partnership Act (JTPA) Title III for the 12-month
period beginning in January, 1987 and ending in January, 1988 to operate a
self-employment training/small business incubator facility program for
approximately 25 to 30 dislocated workers in Contra Costa County (excluding
the City of Richmond).
II. Financial Impact:
None. 100 percent federal funds.
III. Reasons For Recommendation/Background:
The Secretary of Labor has announced the availability of discretionary funds
under Title III, Job Training Partnership Act (JTPA), Employment and Training
Assistance for Dislocated Workers. Under Section 301(a) and 301(c) of the
JTPA, up to 25% of the amount available for use under Title III may be
reserved at the national level at the Secretary of Labor's discretion for the
purpose of providing training, retraining, job search assistance, placement,
relocation assistance, and other aid to individuals who are affected by mass
layoffs, natural disasters, federal government actions, or who reside in areas
of high unemployment or designated enterprise zones.
Current and projected layoffs in Contra Costa County are occurring in such
industries as petro-chemical, retail, financing, utilities, and high tech.
The proposed project is another means of addressing the problems of the
dislocated worker in this county in that it takes into account that there are
those who wish to create their own jobs by becoming self-employed. The
potential for placement in self-employment is high if business management
skills are learned and technical assistance is obtained by the individual
during the initial stages of starting a business.
This proposal would provide for self-employment/business management training
in a classroom setting as well as individual consultation and office space
with centralized business services .(incubator facility) during the start-up
phase of the business for Title III eligible workers.
