RECOGNIZE the County’s Public Works Department for achieving the Certificate of Re-Accreditation from the
American Public Works Association (APWA), acknowledging their commitment to continuous improvement in the
delivery of Public Works operations and services to the community, as recommended by the Public Works Director,
Countywide.
FISCAL IMPACT:
No Fiscal Impact.
BACKGROUND:
On September 11, 2012 the Public Works Department submitted the "Public Works Accreditation Report 2012" to
the Board of Supervisors for Acceptance. As presented, in preparation for our 2012 site visit by the American Public
Works Association (APWA) evaluators, we reviewed all of our practices, policies and procedures. On September
27-28, 2012, APWA evaluators visited the Glacier Drive, Martinez facility and reviewed a large sampling of our
work product to determine if we indeed qualified for Re-Accreditation.
We are proud to inform the Board of Supervisors that we achieved our goal and as of October 10, 2012 are fully
Re-Accredited.

Contra Costa County Public Works Department Awarded
Third Prestigious APWA Re-Accreditation
KANSAS CITY, MO. – Contra Costa County’s Department of Public Works was recently awarded a third
prestigious American Public Works Association (APWA) Re-Accreditation. The APWA Accreditation/Re-
Accreditation program recognizes public works agencies that go beyond the requirements of the
management practices established nationally in the public works industry. On a daily basis, accredited
agencies meet or exceed standards of performance in areas such as road and bridge repair,
maintenance, engineering and construction services, building and grounds maintenance, utility
coordination and vehicle maintenance. Contra Costa County’s Re-Accreditation indicates that they are
maintaining their documentation and practices and meeting any new practices adopted by the APWA.
“Contra Costa’s APWA Re-Accreditation is a program that has enhanced the effectiveness and
competencies of our Public Works Department, and that has been accomplished over a lengthy period
of time with three APWA Re-Accreditations since our initial Accreditation in July, 2001,” said Public
Works Director Julia Bueren. “With the APWA Re- Accreditation, the Public Works Department has
updated and recommitted to concepts of continuous improvement and in-depth self-assessment of
our agency’s policies, procedures and practices” Bueren said.
The Public Works department is responsible for road and flood control facilities, parks and two
airports in the County’s unincorporated areas. The department also provides real estate services to
other agencies and buildings, grounds, and fleet services to other County departments. “Public Works
staff provide a high level of dedication and service to our mission, and they are the heroes of this
prestigious award of APWA Re-Accreditation,” Bueren said.
For Contra Costa’s Re-Accreditation award, a team of public works professionals from Washington,
Oregon, and Missouri completed a thorough evaluation of operations during their September, 2012
site visit. “It’s great to see that the Contra Costa County Department of Public Works has again
completed the reassessment and the detailed review of their agency’s policies and procedures to
qualify for Re-Accreditation,” said APWA Credentialing Director Ann Daniels. “To do so for the third
consecutive time shows incredible dedication to the public works operational objectives and goals,”
said Daniels.
