Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#22–378–31 with Brighter Beginnings, a non-profit corporation, in an amount not to exceed $201,594, to provide
case management services for the Black Infant Health Project, for the period from July 1, 2012 through June 30,
2013.
FISCAL IMPACT:
This Contract is funded 100% by the California Department of Public Health, Maternal, Child and Adolescent Health
Branch, for the Black Infant Health Program. No County funds are required. The budget includes no rate increases.
BACKGROUND:
The Black Infant Health Project was created to provide services mandated by the State Department of Health Services
to develop a partnership for reducing the African-American infant morbidity and mortality rates. This Project meets
the social needs of the County’s population by providing case management services to pregnant and/or parenting
women and their infants in West County, including those in the African-American Community.

BACKGROUND: (CONT'D)
October 4, 2011, the Board of Supervisors approved Contract #22–378–30 with Brighter Beginnings to provide case
management services for the Black Infant Health Project for the period from July 1, 2011 through June 30, 2012.
Approval of Contract #22–378–31 will allow the Contractor to continue providing services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, pregnant and/or parenting women and their infants in West County will not receive
State mandated case management services intended to reduce African-American infant morbidity and mortality rates.
CHILDREN'S IMPACT STATEMENT:
This Maternal and Child Health Program supports the County’s “Children and Youth Healthy and Preparing for
Productive Adulthood” community outcome by providing outreach to encourage pregnant women to receive prenatal
medical care and avoid behaviors that would increase the risk to their unborn children. Expected program outcomes
include a decrease in the number of babies being born with health problems requiring medical care.
